A cold room in a house where the rest heats fine is usually a zone valve or a circulator, not the boiler. A boiler lockout is the unit shutting itself off because a safety or operating limit has been exceeded. Modern boilers display a fault code on the front panel. Older units have a reset button that trips. Either way, the boiler will not restart until the condition clears or the unit is manually reset.
